Coins such as these are ostensibly not issued by a Mughal mint but they have good Silver contents and weigh in acceptable weight range. They also show signs of circulation, so they are most likely not “ forged” coins but who issued them remains a puzzle, European companies of Maratha interests in the Deccan are possible contenders.
